What you need to make double sure is: the correct servers, account name and password. These appear together, in my version of Outlook Express they are in the "Servers" tab. Here's the complete picture:

General tab
Type the name by which...... : Roeloffs.com Pieter Sr [this is only internal information - what you see in the accounts window]

User Information
Name: Dr. Pieter Roeloffs [this is what will appear to other people in their "From" line, when they receive my dad's email]
Organisation: [leave it blank]
Email: pietersr@roeloffs.com
Reply address [leave it blank]
CHECK mark the: include this account when receiving mail or sychronizing

Servers tab
My incoming server is a POP3 server
Incoming mail (POP3): roeloffs.com [do not add anything else here. just simply: roeloffs.com]
Outgoing mail (SMTP): roeloffs.com [do not add anything else here. just simply: roeloffs.com]

Incoming Mail Server:
Account name: pietersr@roeloffs.com [note: outlook wants you to enter pietersr only! you must put the complete email address in here]
Password: [sent earlier]
CHECK mark remember password

Do not checkmark the other boxes that follow there

Connection tab
leave things as they are (this will be the same as with the attglobal account and other internet settings)

Security tab
leave things as they are (mostly blank and the last one probably has a security algorithm - that's ok)

Advanced tab
leave things as they are (mostly blank)
EXCEPT my recommendation to CHECK mark the "leave a copy of messages on the server". Either with or without specific number of days.

you can double check all these in:
-> tools -> accounts -> mail (then highlight the account) -> click Properties.
